Essentially, the only time you'll replace a Westinghouse fan blade arm is when you can visibly see that the blade arm is not aligned the same as the other fan blade arms. The other time is when you've completed blade balancing troubleshooting, replaced blades, and that has not resolved the problem. You've come to the conclusion via blade balancing that the blade arm actually requires replacement.

Having extra blade arms is not a bad thing either, especially if you have an older fan that you may need to perform maintenance on more often. Ceiling fans start to enter their twilight years after 5-10 years or so of usage. While a fan can certainly last for ten or more years, more maintenance is required at that point to keep the fan running properly.
